UPDATE OF THE EXISTING GENERAL PLAN WHICH WAS ADOPTED IN 1983. A NEW NOTICE OF PREPARATION IS BEING CIRCULATED NOW TO ADDRESS A PROPOSED EXPANSION TO THE CITY'S EXISTING SPHERE OF INFLUENCE BOUNDARY. ONE EIR WILL BE PREPARED TO ADDRESS BOTH THE LAND USE AND CIRCULATION UPDATE AND THE PROPOSED SPHERE OF INFLUENCE EXPANSION.
