THE PURPOSE OF THIS ACTION IS TO REDUCE JP4 VAPOR EMISSIONS AT CASTLE AFB BY 48 PERCENT (86 TONS APPROXIMATELY). THIS WOULD BRING THE BASE INTO CALIFORNIA STATE AND LOCAL COMPLIANCE IN RESPECT TO JP4 STORAGE IN TANKS OVER 40,000 GALLONS. ADDITIONAL WORK UNDER THIS ACTION INCLUDES REPLACEMENT OF TWO BUILDINGS OCCUPIED BY OPERATORS OF THE JP4 SYSTEM AT CASTLE AFB.
