EACH PHASE WILL INCLUDE PROCESSING LINES TO TURN OLD NEWSPRINT INTO PULP, A PAPER MACHINE TO CREATE NEWSPRINT PAPER, AND A GAS FIRED OR SOLID WASTE FIRED CO- GEBERATION PLANT. ON-SITE WELLS WILL BE DRILLED TO SUPPLEMENT CITY SUPPLIED WATER.
