PROPOSAL TO EXCAVATE A TRAPEZOIDAL CHANNEL WITHIN 20 FEET OF, AND PARALLEL TO, THE INTERNATIONAL BOUNDARY. THE CHANNEL WOULD EXTEND 6,000 FEET EA OF ENTRY AND 16,000 FEET TO THE WEST. THE CHANNEL WOULD BE FIVE TO SIX FEET DEEP WITH OUTLETS INTO NATURAL DRAINAGE COURSES THAT FLOW INTO MEXICO.
