Document Description
California Department of Fish and Game is executing a Lake and Streambed Alteration Agreement pursuant to Section 1603 of the Fish and Game Code to the project applicant. The applicant proposes to divert and/or obstruct the natural flow, and/or change the bed, channel and/or bank fo the Sweetwater and Otay Rivers, San Miguel Creek, and several unnamed drainages, both with and without riparian vegetation, to construct 11.2 miles of new toll road. Total direct impacts to streambed are 10.58 acres. This includes 8.16 acres of impacts to riparian/wetland vegetation (5.58 acres permanent and 2.58 acres temporary), and 2.42 acres of permanent impact to unvegetated streambed. Mitigation for these impacts consists of purchase of riparian mitigation credits equivalent to 18.11 acres of lease Bell's vireo quality habitat from the Rancho Jamul Mitigation Bank for permanent impacts, and restoration of riparian and marsh habitats in areas temporarily disturbed during project construction (0.49 acre at the Sweetwater River and 2.09 acres at the Otay River).
