Document Description
The project involves the implementation of the Planning Area 12 SPA Plan for the Freeway Commercial site within the Otay Ranch General Development Plan (GDP) area through the development of a 132.9-acre project and approval of a conceptual tentative map. The project site was identified for freeway commercial uses since approval of the Otay Ranch GDP in 1993 and would be used for commercial purposes, while 12.5 acres would be used for circulation. Grading of 1,620,000 cubic yards of earth would be required for the project. The project would also include a future area reserved for a light rail alignment and a station site for the San Diego trolley, with a park-and-ride component.
