The proposed project consists of an amendment to the previously approved NorthLake Specific Plan; an amendment to Conditional Use Permit No. 87-172 to reflect the amended Specific Plan; an amendment to a Development Agreement between the County of Los Angeles and the NorthLake property owner to establish certain development rights in the property; a Sub-Plan Amendment / Zone Change to amend the existing County General Plan land use designations for 234 acres proposed to be added to the NorthLake Specific Plan; a Tentative Tract Map (No. 51852) which portrays the first phase of development in NorthLake; and the proposed construction of Castaic Lake Public Golf Course through a lease agreement. The proposed Specific Plan Amendment would not result in an increase in the approved number of dwelling units for the property. The Specific Plan Amendment also includes a Phasing Plan to outline the project's four phases, a Conceptual Grading Plan which explains the grading sequence, and a description of the Relocation of Utility Lines focusing on underground pipelines and electrical transmission lines. The proposed Castaic Lake Public Golf Course is proposed on 150-350 acres of a 586-acre area under consideration for golf course uses. A portion of the golf course is proposed within the NorthLake Specific Plan area and the remainder is proposed in the Castaic Lake State Recreation Area.
