Document Description
The project involves the review of the operating status of the Gaviota Oil and Gas Processing Facility (Gaviota facility). The Gaviota facility provides onshore processing support for three platforms on the Outer Continental Shelf. The Gaviota facility also serves as one of Santa Barbara County's two designated oil and gas processing consolidation sites for offshore production along the South Coast. Condition R-1 of the Gaviota facility Final Development Plan (85-FDP-032) requires that the County hold a public hearing on the operating status of the Gaviota facility oil or gas processing throughput falls below 3% of the maximum permitted throughput. In October 1998 the facility operator ceased sending sour gas to shore, triggering R-1 review. The EIR prepared for the review process examined a number of possible future operating scenarios for the Gaviota facility, the includes partial abandonment of the Gaviota facility and initiation of zoning and policy amendments.
