Document Description
The DTSC issued a new Resource Conservation and Recovery Act (RCRA) Hazardous Waste Post Closure Facility Permit ("Permit or "the project") (EPA #CAD 041835695) pursuant to CA Health and Safety Code section 25200 to the Acme Fill Corporation (Acme) for the Acme Landfill North Parcel (North Parcel). The Permit will be in effect for 10 years and subjects the Hazardous Waste Facility (HWF) to the terms and conditions set forth in the Permit and in the Postclosure Permit Application dated February 2013, which is incorporated by reference into the Permit. The Permit authorizes the administrative transition of Acme's North Parcel Landfill from an Interim Status Facility to a Post Closure Permitted Facility. With the exception of the addition of 11 monitoring wells, the Permit includes no physical changes to the site. Acme's North Parcel is a closed Class I Landfill that occupies 135 acres (including 10 ancillary acres). DTSC acknowledged closure of the North Parcel Landfill on June 23, 1999 and since closure, the North Parcel has operated under Interim Status. State and federal regulations require that the facility owners develop and implement a Post Closure plan covering a 30-year period. The Permit outlines the procedures to fulfill these regulatory requirements, which consist of three primary functions: a) maintenance of the closure cover; b) environmental monitoring; and c) maintenance of financial mechanisms, via a compliance schedule, to fund the Postclosure activities.
