Document Description
CDFG is executing a Lake or Streambed Alteration Agreement (SAA # 1600-2004-0010-R6) pusuant to Section 1602 of the Fish and Game Code to the project applicant, Mr. John Svalbe of K. Hovnanian Four Seasons at Beaumont. The applicant is proposing to develop 2,262 residential lots and grade and fill 26 ephemeral drainages, and impact Potrero Creek to construct the as yet unnamed east entrance road intersection to Highland Springs Avenue. Of the 36 unnamed drainages onsite, 26 will be impacted. Drainages B, C, E, Q, R, S, T, U, V, and W will be avoided and preserved onsite. Total jurisdictional area onsite consists of 9.97 acres, of which 8.09 acres is generally vegetated with non-native grasses, and ruderal vegetation. The central portion of Potrero Creek supports mulefat, willow, and coastal live oak riparian vegetation. Except for the east entrance road intersection to Highland Springs Road, all road crossings of Potrero Creek will be by bridge. The project will permanently impact 0.71 acres of ephemeral streams and 0.14 acres of Potrero Creek, and 0.55 acres of vegetated riparian habitat. Temporary impacts are 0.91 acres of unvegetated ephemeral streambeds. Total project impacts are 1.76 acres of streambeds, of which 0.55 acres is vegetated riparian habitat.
