EMWD constructed this project which was placed into operation on November 16, 2004. On October 25, 2005, the Court ordered EMWD to prepare a supplemental CEQA document to address: 1) the composition of the water being exported via the pipeline and any resulting impact on water quality and wildlife in the Santa Margarita River Basin; 2) the impacts on growth within EMWD's service area; and 3) possible cumulative impacts due to the pipeline's operation in conjunction with other projects.
