THE STUDY AREA OF 78,581 AC INCLUDES THE EXISTING CITY JURISDICTION, THE CURRENT SPHERE OF INFLUENCE AND AN ADDITIONAL SPHERE EXPANSION AREA. THE PROPOSED GENERAL PLAN INCLUDES ALL STATE MANDATED ELEMENTS AND OPTIONAL COMMUNITY DESIGN AND PARKS AND RECREATION.
