- NOTES: Revisions to draft The primary objective of this project is to increase housing opportunities for lower-income households and special needs groups in the unincorporated areas of Ventura County, and to meet regional housing needs as identified by the State of California. To achieve this, the project includes proposed amendments to the General Plan, Area Plans, and both the Non-coastal and Coastal Zoning Ordinances. Specifically, these amendments would, in part establish a new zone (Residential High Density) with development standards, and re-designate and re-zone specific sites to accommodate a density of 20 dwelling units to the acre, and allow emergency shelters by right in the Commercial Planned Development zone, subject to specific regulatory standards.
