NOTES: Review per Lead/Supplemental EIR The primary objective of this project is to increase housing opportunities for lower-income households and special needs groups in the unincorporated areas of Ventura County, and to meet regional housing needs as identified by the State of California. To achieve this, the project includes proposed amendments to the General Plan, Area Plans, and both the Non-coastal and Coastal Zoning Ordinances.
