Sweetwater Authority (SWA) is proposing to modify the use of an existing and already graded and maintained 2.2-mile long maintenance road currently closed to the public and add certain recreational opportunities to it, including non-motorized cycling (i.e. mountain biking) and hiking, for the enjoyment of the surrounding communities and visitors. The proposed shared maintenance road/trail (referred herein as SMRT) would connect with the Sweetwater Reservoir Recreation Area and to an existing Riding and Hiking Trail to the west and northeast. The SMRT does not include any grading of new roads or widening of the existing maintenance road, and it is expected that the existing drivable surface of the patrol and maintenance road would be enough area to meet the goals of the SMRT, which are continuing to provide access to maintenance vehicles, while also allowing for certain recreational uses. In addition, the SMRT would include habitat restoration and weed abatement components, in order to improve drainage, habitat for sensitive species, and reduce risk of wildfires and invasive plant species propagation. If needed and after a period of shared recreational and agency operations, the SMRT may need minor road improvements, including potentially the installation of culverts to improve drainage on the shared road and trail area, and installation of Class 2 Aggregate Base (virgin material) to prevent road surface issues for utility vehicles. These improvements would occur on Year-2 (or after) of project operations, and only as needed. All of the project components related to trail use would occur or be installed within the boundaries of the already disturbed areas (i.e. existing patrol and maintenance road corridor); these components include wildlife friendly fencing alternatives and signage, gate modification, and operations and maintenance (O&M) activities. Habitat restoration and weed abatement would occur on adjacent areas, on an approximately 10-acre area currently identified as disturbed habitat in need of restoration and invasive species management.
