Document Description
The Seacliff Estates Project is a 33 acre residential housing development located in Point Richmond, Contra Costa County. A fresh water pond remaining since quarry operations occupies the western and central portion of the site and is surrounded by a relatively flat terraced area and steep south facing slopes to the northeast. There are approximately 0.36 acres of seasonal wetlands and 0.01 acre (445 linear ft.) of ephemeral drainage on the lower south facing slope will be filled. Wet lands and waters on site will be constructed as described in the Draft Mitigation and Monitoring Plan for Seacliff Estates Richmond, CA dated Dec. 1, 2000, or as described in the final plan to be submitted before commencement of construction activity. Approximately 1.0 acre of seasonal wetlands and swales will be created east of the Quarry Pond. These wetlands will have a minimum 25 ft. vegetated buffer from the development. The ephemeral drainage will be filled and recreated on the south facing slope to a minimum 100 foot wide wildlife corridor will be maintained to connect the Quarry Pond to the East Bay Regional Parks land located to the east of the site. At the two road crossings 4 ft. high earthen bottom culverts will be installed. A stormwater outfall structure across Brick Yard Cove Road will be constructed adjacent to an existing outfall structure currently surrounded by rip rap. The California Department of Fish and Game is executing a Lake and Streambed Alteration Agreement #R3-2000-0283 pursuant to Section 1603 of the Fish and Game Code to the project operator, Amy Williams/SunCal Companies of Northern California.
