Document Description
CDfW is intending to execute a Lake and Streambed Alteration Agreement pursuant to Section 1602 of the Fish and Game Code (#1600-2018-0237-R5) to the project applicant, The Bay Club. The activities authorized by this Agreement are a component of the Fairbanks Ranch Golf Course Remedial Mitigation Project, intended to resolve claims of an outstanding compensatory mitigation obligation associated with the Fairbanks Ranch County Club (Streambed Alteration AGreement #V-82-311). The current project which is the subject of this Agreement is considered Phase II of the mitigation project. This phase involves enhancement of 67 acres of wetland/riparian habitat through removal of exotic/invasive vegetation followed by natural recruitment within the San Dieguito River and east tributary only. Phase I involved removal of eucalyptus and other exotic trees from the river berm adjacent to the golf-course and follow-up revegetation, and Phase III will involve wetland establishment, restoration, and enhancement within the Oceans Nine portion of the golf course, to be implemented at a later date. Project actvities include hand cutting and herbicide treatment of exotic/invasive non-native species within the San Dieguito River and the east tributary, addressing all areas within the Fairbanks Ranch Golf Course leasehold. The resulting debris material will be pulled outto the edges of the wetland habitat where it will be retrieved by a crane truck and disposed of off-site. No vehicular access will occur directly withinthe wetlands or riparian habitat.
