Document Description
California Department of Fish and Game is executing a Lake and Streambed Alteration Agreement (SAA#6-113-00) pursuant to Section 1603 of the Fish and Game Code to the project applicant, S-P East Highlands, LLC. The applicant proposes to construct a single-family residential development comprised of 105.5 acres. The proposed project is an incremental development component of an approximately 1,776-acre planned unit development approved by the City of Riverside in 1982 and by the City of Highland subsequently in 1992. Project development will affect two drainages identified as jurisdictional under section 1600 of the California Fish and Game Code, namely Elder Gulch, an intermittent blueline stream and an unnamed ephemeral gully. The gully feature is isolated from other drainages in the region and is not part of a larger tributary system. The primary source of water appears to be irrigation runoff from the adjacent orchards. The gully may also receive ephemeral runoff from winter storm events. No sensitive species are known or expected within the project area, as described in the submitted application. The project is located south of Lake Matthews in Riverside County.
