Specifically, SMUD will cap and abandon the existing sewer line, cap and abandon the existing water line, install a new sewer line connecting to Sacramento Area Sewer District main located on Hurley Way, install a new water line to connect to an existing meter in a landscaped area south of Hurley Way, correct stormwater ponding issue at the substation entry gates by installing an underground storm drain, and repave the driveway south of Hurley Way. The driveway will be designed to collect direct stormwater to a drain and then discharge to Chicken Ranch Slough. The storm drain inlets will be constructed at the low points of the driveway and the storm drain will be constructed below the driveway to drain water to Chicken Ranch Slough. The storm drain outlet will be constructed in the concrete bank of Chicken Ranch Slough. The storm drain inlets will be precast concrete, the storm drainpipe will be PVC C900, and the last 5 feet of storm drainpipe and outlet will be reinforced concrete pipe. The storm drainpipe will be installed as shallow as possible to maintain minimum embedment requirements and will maintain vertical clearance of a minimum 1-foot from sewer and minimum 1-foot from water service. The storm drainpipe bedding and initial backfill will be constructed in accordance with Sacramento County Improvement Standards. All storm drainpipe and fitting connections shall be water and soil tight. Reinforced concrete pipe joint assembly and fittings shall be in accordance with the pipe manufacturer's recommendations and requirements. Construction is anticipated to start in June 2023 or soon thereafter. Construction will take approximately 4-6 weeks. SMUD has determined that the Hurley Substation Utility and Driveway Repair project is exempt under CEQA Guidelines §15301 Existing Facilities, which reads, “Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures,…” and “(b) Existing facilities of both investor and publicly owned utilities used to provide electric power, natural gas, sewerage, or other public utility services”; §15302, Replacement or Reconstruction, which reads, “Class 2 consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced”, and “(c) Replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity”; §15303, New Construction or Conversion of Small Structures, which reads, “Class 3 consists of construction and location of limited numbers of new, small facilities or structures…” and “(d) Water main, sewage, electrical, gas, and other utility extensions, including street improvements, of reasonable length to serve such construction”; and §15304, Minor Alterations to Land, which reads, “Class 4 consists of minor public or private alterations in the condition of land…”, and “(f) Minor trenching and backfilling where the surface is restored.” The Hurley Substation Utility and Driveway Repair project involves replacing sewer and water lines, correcting stormwater ponding issues, and repaving an existing driveway and therefore is considered exempt in accordance with CEQA Guidelines §15301, §15302, §15303, and §15304.
