This project will maintain approximately 155 acres previously treated in 2009 and 2014. This project will tie into existing treatment from the Fish and Bobcat fire, thus increasing protection for both cities. The project objective is to increase defensible space within the WUI through the selective thinning of brush and removal of non-native A Class eucalyptus trees (12"" DBH or less) over an area of approximately 15 acres. Furthermore, to meet the training needs of LACoFD, a limited number of B & C trees will be felled. The trainee's being certified for the B-Faller and C-Faller will fall 15-20 B size trees (12-24"" DBH) and 5-15 C size trees (24"" DBH or greater). All other B & C size eucalyptus trees will be left to protect scenic values for adjacent homeowners. The cut material will be chipped, or pile burned on site; or bucked and removed from the site. No heavy equipment will be operated off pre-existing road surfaces and already disturbed soil areas. County of Los Angeles Fire Department staff foresters have conducted a limited environmental review of the project. The exceptions that must be considered by the lead agencies are a) sensitive locations, b) cumulative impacts, c) significant impacts due to unusual circumstances, d) impacts to scenic highways, e) activities within hazard waste sites, and f) significant adverse change to significant historical resources (14 CR Section 15300.2). Field review by the County of Los Angeles Fire Department Vegetation Management Unit foresters have confirmed that no exceptions apply which would preclude the use of a Notice of Exemption and concluded that no significant impacts would occur to aesthetics, agriculture and forestland/timberland, air quality, biological resources, cultural resources, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality land use planning, mineral resources, noise, population and housing, public services, recreation, transportation/traffic, or to utilities and service systems as a result of the proposed project activities as described in this document. The project’s activities as proposed consist of the selective removal of vegetation including dead, dying, diseased and/or invasive tree species and processing of the wood and slash material on improved and unimproved parcels; it does not remove native, healthy, mature, or scenic trees. As described in this document, the project’s activities as proposed are minor in scope.
