The replacement well will relieve the failing well and will supplement the water drawing capacity of a second well at the Landfill. Without the new well, the second well could be jeopardized as it does not sufficient water drawing (pumping) capacity to meet the needs of the Landfill. The primary function of the new well is to provide water necessary to comply with dust control and thereby maintain compliance with the San Joaquin Valley Unified Air Pollution Control District's Regulation VIII (Prohibitions for Fugitive Dust). Also, the new well will not result in an increase of the overall water usage at the Landfill; it is intended to replace the water drawing capability of the Cotton Gin well. The Cotton Gin water well would remain operational to only supply water to the buildings and not to draw water for usage for dust control.
