The project entails the removal of approximately 1,885 linear feet of concrete channel lining and the construction of a 3,100 linear foot pedestrian trail outside the channel. Overall, the project will remove 2.26 acres of impermeable concrete channel and replace it with 2.84 acres of permeable channel lined with natural stone placed to mimic a natural stream meander during low flow, and capable of containing a 100-year flood during high flows. An existing bridge (part of the old Federal Blvd. alignment) spanning Chollas Creek which is currently used to access a sewer manhole will be removed and the sewer manhole will be replaced with pipe. A concrete lined drop structure that flows into an un-grouted rock energy dissipater will be installed at the upstream end, and four natural rock drop structures will be installed in the channel to create a gentle slope between drops, increase retention time, and dissipate energy. Channel access would be maintained through the installation of access ramps on the north side of the channel, which will be stabilized with articulated concrete block and herbaceous vegetation characteristic of Diegan coastal sage scrub.",https://ceqanet.opr.ca.gov/2021050537/9,Federal Boulevard De-Channelization and Trail Project,Kelly Fisher,Fish and Wildlife,Environmental Scientist,Kelly.Fisher@wildlife.ca.gov,3883 Ruffin Road,,San Diego,CA,92123,8583545083,,San Diego,San Diego,San Diego,See below "Other Location Info.",,,,,,,,,,,,,,,,,,CDFW,No,4/27/2022,No,No,Yes,,Yes,No,No,No,This is to certify that the Negative Declaration prepared by the Lead Agency for the project is available to the General Public at the office location listed above for the Lead Agency.
