The source of the transfer water is a contractual entitlement under a Central Valley Project (“CVP”) water service contract between the United States Bureau of Reclamation and BVWD. CCWD is also a CVP contractor within the same area of origin as BVWD and therefore the transfer will be conducted in accordance with Section 3405(a)(1)(M) of the Central Valley Project Improvement Act. The water to be transferred will be provided by BVWD for use by CCWD in Colusa County via conveyance through the existing Red Bluff Pumping Plant and Tehama-Colusa Canal facilities. This transfer is needed to supplement CCWD supplies for irrigated agricultural production due to a reduced CVP water supply allocation in the 2020 water year.
