Consistent with California Environmental Quality Act (CEQA) Guidelines section 15206, the Proposed Project is considered a project of statewide, regional, or areawide significance. The Council, as the lead agency, determined that the Proposed Ecosystem Amendment may result in potentially significant environmental impacts, and that a PEIR is required. The Council is proposing to amend Chapter 4 of the Delta Plan (Protect, Restore, and Enhance the Delta) to address the State and federal agencies' shift from the Bay Delta Conservation Plan to EcoRestore and provide a more comprehensive approach to ecosystem protection, restoration, and enhancement in the Delta, as required to achieve the goals and strategies described in the Delta Reform Act.
