This applies on the basis that there are no mature trees that will be removed as a part of this project and all grading will occur on land with a slope of less than 10%. In addition, the trail improvement is exempt from CEQA under the ""catch-all exception"" because it can be seen with certainty that the trail improvement will not have the possibility to have a significant effect on the environment.
