In accordance with the California Environmental Quality Act (CEQA), an addendum to the previously adopted Program Environmental Impact Report (PEIR) for the General Plan Update (SCH No. 2020029087) has been prepared for the 6th Cycle Housing Element (GPA No. 2021-01). Under CEQA Guidelines Section 15164, an addendum to a previously certified EIR or negative declaration shall be prepared when a lead agency is asked to approve modifications to an existing project for which an EIR has already been certified or negative declaration has already been adopted.
