The Union Pacific Railroad (UPRR) Dunsmuir Railyard North Fueling Facility project site has been in operation since the early 1900s and historical operations have resulted in the release of unknown quantities of Bunker C fuel oil and diesel fuel, which have migrated to the vadose zone and shallow groundwater. Fuel storage and fueling of locomotives were discontinued at the site in 2003. Historical and ongoing river inspection observations confirm nonaqueous phase liquid (NAPL) movement toward the river and seepage of contaminants under and through the retaining walls into the river. Two separate actions are planned to begin in late summer of 2019 to address NAPL impacts to the Sacramento River. These actions are all listed in the order being negotiated between UPRR and the Regional Water Quality Control Board.
