The Resource Conservation District of Tehama is the CEQA lead agency and has prepared an Initial Study/Mitigated Negative Declaration and a Notice of Determination for the project. Caltrans, acting as a responsible agency for work proposed within the agency's right-of-way, has reviewed the environmental documentation provided by the Resource Conservation District and BOR and adopted the findings in the Notice of Determination.
