While the SSMPs may articulate the need for replacement or construction of new facilities , the plans do not constitute design approval for such facilities. Each campus will propose specific capital projects necessary to implement its SSMP that will include evaluation pursuant to CEQA at the time of design approval. Therefore, approval of the updated SSMPs is exempt from CEQA under the ""common sense"" exemption, CEQA Guidelines Section 15061(b)(3), which applies when it can be seen with certainty that there is no possibility that the project may have a significant effect on the environment.
