On April 11, 2018, the California Regional Water Quality Control Board, San Francisco Bay Region adopted Resolution No. R2-2018-0015, amending the Water Quality Control Plan for the San Francisco Bay region (basin plan). The Basin Plan amendment was approved by the State Water Resources Control Board under resolution No. 2018-0040 on August 21, 2018 and by the Office of Administrative Law on November 29, 2018. The amendment established site-specific water quality objectives for dissolved oxygen (DO) and a concentration-based TMDL with targets that are equivalent to the objectives. The TMDL allocations and implementation plan are designed to ensure attainment of the new water quality objectives. The implementation plan required deployment of best management practices to reduce and/or eliminate discharges of low DO causing recurrent low DO conditions in some slough channels, mainly in the western portion of the marsh. Vegetation and water management BMPs are required under the 401 Water Quality certification, and implemented at managed wetlands to control DO conditions.
