The project plans to educate residents on AB 617 through monthly Community Action Team meetings, with 5 community workshops on air quality and its health impacts. The plan to develop and implement a leadership-training program which with the help of residents will participate in the development of community action plans. Environmental Health Coalition will provide 4 mini-Salud Ambiental Lideres Tomando Accion Trainings to tech community members to advocate for their needs with both the local air pollution control district and the Port of San Diego. EHC will identify policy and enforcement gaps to address community-identified issues and opportunities for the residents to share their experiences with regional decision-makers. The project will develop a Healthy Air Network of residents focused on air quality in targeted communities and install the 19 stationary Purple Air monitors (85x125 mm in size) at schools and locations throughout targeted communities. Through outreach, they will discuss a development of an unhealthy air warning system and analyze the spatial pattern of pollution in communities. EHC will train Healthy Air Network participants and Barrio Logan students on data collection, air monitors and the research process as a whole. As a result of monitoring and education, the project will develop a community emission source inventory and will share the results with decision-makers and through 2 workshops and a final report. The use of this exemption is appropriate if it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment."" With certainty, there is no possibility that the project may have a significant effect on the environment. The project consists of community outreach activities, education and training program, air monitoring, and community workshops. The project also qualifies as a class 1 exemption under Article 19 of categorical exemptions, section 15301, b/c the activities proposed involve minor alteration of existing public structures. PurpleAir monitors are small air monitoring devices installed or mounted on walls, panels, or poles. The AirBeam monitors are handheld monitors, needing no affixation. Typical installation of the devices does not involve construction, trenching or ground disturbing activities. The proposed deployment does not expand existing use of the structures. The project also qualifies as a class 6 exemption under article 19 of categorical exemptions, 15306, b/c the activities proposed involve collection of info and does not result in a serious or major disturbance to an environmental resource. Lastly, the project qualifies for a class 14 exemption, b/c some of the monitors will be installed and employed at schools. ",,,,,,,,,,,,
