The site of the proposed substation expansion is zoned residential and commercial. A private residential lot is located to the northeast; a church owned property is located to the southwest, and other commercial property to the southeast. The upgraded substation footprint will increase approx 0.10 acres to the northwest within SMUD-owned property. The scope of work includes: 1. The replacement of two existing 2.3 MVA transformers to a single 20 MVA transformer. 2. The installation of underground conduit which includes three 12 kV cables. Two of the cables would be installed southeast into the alleyway that will connect overhed into the existing 12kV infrastructure and one will be installed northwest into El Monte Ave. 3. The replacement of one 69kV wood pole. 4. The replacement of two existing 69 kV wood poles with one 69kV pole. Additionally, a new 69kV wood pole will be installed in the existing 69kV overhead pole line in the alleyway. 5. The installation of a 10ft chain-link fence with razor wire on top to encompass the substation. A wood fence will surround the chain-link fence. 6. The construction of a new driveway entrance from El Monte Ave to provide access into the substation from the north. Along the El Monte Ave driveway SMUD will install a security gate to prevent unauthorized access. 7. The removal of seven trees. The proposed expanded area is currently vegetated with grass. The ground inside the expanded area would be covered with crushed gravel similar to the ground conditions in the existing substation area.
