The existing flood control channel is approx 80-ft wide at the top, 40-ft wide along the bottom, six-ft deep, and 1,238 ft long with a two-ft thick clay liner. In the center of the channel is a 1,133 ft long 3-ft wide low-flow concrete channel that is flanked by 2% slopes. Four outlets from the Paseo Palmas and Paseo Vista subdivisions discharge directly at the 3-ft wide low-flow concrete channel. The flood control channel's current design allows dry-weather flow from the neighborhood drainages to discharge downstream into the channel which is part of Eucalyptus Hill Crk and is a tributary of the San Diego River. Water quality of the dry-weather flow was analyzed in 2016; it was determined that pH, fecal coliform, Enterococcus, total nitrogen, total phosphorus, and iron exceeded the numerical action levels and entered the channel.
