Specifically, on Nov. 15, 2017, MWD entered into an agreement with the Semitropic for Participation in the Stored Water Recovery Unit of the Semitropic Water Banking and Exchange Program (Semitropic Agreement). The Semitropic Agreement provides for MWD's participation in a long-term water storage and banking program (Semitropic Water Bank) whereby MWD's SWP supplies may be delivered to Semitropic, stored in the Semitropic Water Bank, and later returned to MWD. To permit this arrangement, DWR's approval of an exchange of SWP water between KCWA and Santa Barbara County (Exchange) is required. The terms and conditions of the Exchange are described in the Long-Term Change in Point of Delivery Agreement for the Semitropic Water Banking and Exchange Program between Santa Barbara County, KCWA, and DWR.
