The project has two phases based on the recommendation of the DTSC and San Diego Regional Water Quality control Board (RWQCB). The first phase of the project outlines the installation of temporary wells for the purposes of site testing, and second phase outlines the final well installation, with wells being in place for a total of approx. 30 years. Work to complete the first phase of the proposed project would include the following: Utilizing a cone penetrometer test and Hydropunch (CPT/HP) rig, create 10 borings on the existing asphalt-paved employee parking lot adjacent to Harbor Drive, to a depth of approx. 100 feet deep; Conduct a CPT/HP investigation over the course of approx. six, 10-hour working days; Destory boreholes by backfilling from the bottom of the boring to ground surface with approved sealing material and patching to match the existing surface; and, Discuss with DTSC and RWQCB the results of the CPT/HP investigation and proposed well cluster locaitons for aquifer testing. Water produced during the CPT/HP investigation would be contained in DOT-approved, 55-gallon drums and temporarily stored in the designated staging area and disposed of offsite at a permitted facility. Approx. 5 DOT-approved, 55-gallon drums of solids would be generated and disposed of offsite at a permitted facility. Work to complete the second phase of the proposed project would include the following: Upon concurrence from DTSC and RWQCB, create 8 total wells in 4 locations within the same employee parking lot to a depth of approx. 70 ft. deep and 0 feet deep at each location; Install temporary wells to be constructed with 2 inch diameter schedule 40 PVC, 0.010 inch continuous slotted screen over a period of approx. 5 10-hour days; Conduct yield testing on the temporary wells over a period of approx. 3, 10-hour days; Upon unsuccessful yield testing, final well installation installed would consist of a 20 ft long 6-inch diameter PVC V-wire well screen ,and finished flush with the ground surface with a 12-in diameter flush mount box; Final well installation would consist of overdrilling the temporary wells over the course of approx. ten 10-hour days and final well development would be completed over the course of approx. 4 10-hour days; and Water produced during well installation and development (approx. 4,000 gallons) would be discharged into a 4,000 gallon poly tank and temporarily stored in a designated staging area and disposed of off-site at a permitted facility as non-hazardous waste. Three 15 cubic yard waste bins would be generated and disposed of offsite at a permitted facility. Construction of the proposed project is anticipated to commence in February 2017 and take approx. 20 working date to complete. It is anticipated that, at the height of construction, the proposed project would generate an average of approx. 2vehicle and truck trips per day.
