The biogas conditioning system would be constructed on a 20,000 sf area just south of the existing Compressed Natural Gas station. Biogas supply pipelines would convey the biogas from the digesters to the new biogas conditioning system. The biogas supply pipelines would include the installation of two, 18-in pipes or one 28-in pipe at approx 1,355 ft in length each. The proposed project would create a closed system. Waste gas would be conveyed via the tail gas return pipeline to the total energy facility for reuse, and condensate removed from the saturated biogas would be conveyed to the nearest sewer connection via the water drainage pipeline. The waste gas would be flared, similar to existing conditions, if the total energy facility is not able to reuse the gas due to maintenance or operational issues. The product gas from the biogas conditioning system would be sent to the existing CNG fueling station for dispensing. The new biogas conditioning system would be integrated with the existing CNG fueling station's compressors and controls. The tall gas return pipeline would include the installation of an 8-in pipeline approx 2,375 ft in length. The water drainage pipeline would include the installation of a 6-in, 550-ft pipeline. This pipeline would connect the proposed biogas conditioning system with an existing sewer to the south. Traffic control would be necessary during pipeline construction within streets, but complete road closures are not anticipated. Lane closures along South Figueroa St are anticipated to last approx five weeks.",https://ceqanet.opr.ca.gov/2017051045/2,Joint Water Pollution Control Plant Biogas Conditioning System,Sam Shammas,Los Angeles County Sanitation District,N/A,,1955 Workman Mill Road,,Whittier,CA,90601,(562) 908-4288 x 2716,33°48'25.96"N 118°17'2.493"W,Carson,Los Angeles,,West Sepulveda Blvd and South Figueros St,90745,0.46,7406026922,110,Bixby Marshland and Wilmington Drain,,No,,,Water Facilities,,"Agriculture and Forestry Resources, Air Quality, Biological Resources, Cultural Resources, Cumulative Effects, Drainage/Absorption, Flood Plain/Flooding, Geology/Soils, Hazards & Hazardous Materials, Hydrology/Water Quality, Land Use/Planning, Mineral Resources, Noise, Population/Housing, Public Services, Recreation, Schools/Universities, Septic System, Sewer Capacity, Solid Waste, Transportation, Vegetation, Wetland/Riparian, Wildfire",,,,,,,,,,,,,,,,,
