The Project consists of impacts to streams associated with the construction of an approximately 80-unit residential development with the filling of one unnamed drainage channel, one drainage referred to as the East Palm Canyon Channel (“EPCC”) and three low flow swales. All offsite surface flows will be redirected prior to reaching the Project and will be diverted to the Riverside County Flood Control District’s proposed Line-41, Stage 3 stormwater system. The EPCC begins within the limits of the Project and will remain in its original location except for the western (onsite) bend. The EPCC will be re-contoured parallel to East Palm Canyon Drive to convey onsite surface flows and widened in its original alignment and elevation with a soft bottom and the sides will be replanted with vegetation. The EPCC will flow into the Riverside County Flood Control District interceptor, a permanent District impact part of Riverside Country Flood Control’s proposed design, within the southeastern onsite portion of the EPCC at the west side of the Matthew Drive and East Palm Canyon Drive intersection.
