The goals of the project are to revitalize the city of Santee's oldest park, promote physical activity within the community, and preserve the natural, open space setting adjacent to the San Diego River. This project is intended to implement the Mast Park Master Plan which was adopted by the city in 2012. The Master Plan was developed by the city to evaluate park improvement alternatives and to include community outreach in the park improvement development process. The project involves replacing an outdated washroom with a new facility, providing a newly designed disc-golf course with a concession building, and adding other facilities (play structures, benches, picnic tables, shade structures, informative signage, basketball court, and fencing). The project would add 41 parking spaces to the existing 29 spaces. The existing paved meandering trails throughout the open space would be removed and replaced with walkable disintegrated granite surfacing. The sidewalk along the Carlton Hills Blvd frontage would be widened to eight feet and the driveway entrance replaced. The project also proposes storm water best management practices and shielded lighting in selected areas.
