Lake or Streambed Alteration Agreement No. EPIMS-MEN-07427-R1C",NOD,5/2/2023,5/2/2023,"The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement number EPIMS-MEN-07427-R1C, pursuant to Section 1602 of the Fish and Game Code to Steven Dang. The project is limited to eight encroachments. Two (2) proposed encroachments (STX-1 and STX-3) are to upgrade existing stream crossing culverts. Work for these encroachments will include excavation, removal of the existing culverts, replacement with new properly sized culverts, backfilling and compaction of fill, and rock armoring as necessary to minimize erosion. The rock armoring to be installed shall follow the final plans provided on the December 15, 2022 revision to the Notification. One (1) proposed encroachment (STX-2) is to maintain and improve an existing stream crossing culvert. Work for this encroachment will include manual clearing of the culvert inlet and outlet, and the addition of rock armoring to the outlet as necessary to minimize erosion. The rock armoring to be installed shall follow the final plans provided on the December 15, 2022 revision to the Notification. One (1) proposed encroachment (STX-4 and DAM-1) is a single project with multiple components within the same affected footprint. The proposed encroachment is to 1) remove a failed earthen dam and its associated smooth bore outlet pipe from the stream channel, 2) conduct stream restoration and revegetation through the site of the earthen dam, and 3) upgrade an existing stream crossing culvert directly downstream of the earthen dam. Work for the dam removal will include excavation, removal of the existing outlet pipe, recontouring of the stream to its natural contours, and applying erosion control measures as needed. Silt fencing and straw wattles will be located outside of the channel. Work for the stream crossing component will include excavation, removal of the existing culvert, replacement with new properly sized culvert, backfilling and compaction of fill, and rock armoring as necessary to minimize erosion. The rock armoring to be installed shall follow the final plans provided on the December 15, 2022 revision to the Notification. One (1) proposed encroachment (STX-5) is to conduct stream crossing decommissioning and stream restoration at an existing stream crossing culvert. Work for this encroachment will include blocking the eastern approach with boulders, excavation of fill, removal of the existing culvert, recontouring of the stream to its natural contours, and applying erosion control measures on as needed. Two (2) proposed encroachments (RES-1 and RES-2) are to implement spillway upgrades on two separate existing on-stream ponds. At RES-1, the existing spillway culvert will be removed and an open-channel trapezoidal concrete spillway with a concrete apron will be installed. Existing rock armoring below the RES-1 spillway will be re-used. At RES-2, the existing spillway culvert will be removed and an open-channel trapezoidal concrete spillway with a concrete apron will be installed. Additionally, at RES-2, both the removed culvert and existing erosional damage below the spillway will be backfilled with rock armoring. Both spillways and rock armoring will be installed in accordance with the final plans provided in the December 15, 2022 revision to the Notification. Work for both of these encroachments will include excavation, removal of the existing culvert, installation of the concrete spillways, backfilling and compaction of fill, and rock armoring as necessary to minimize erosion. One (1) proposed encroachment (PP-4) is to 1) remove road fill in the channel associated with an unimproved low water crossing and 2) remove sediment that has delivered into the channel from a hydrologically connected roadside ditch, and 3) conduct stream restoration and revegetation.
