As a permittee under the NPDES (National Pollutant Discharge Elimination System) Municipal Permit, the City must demonstrate that pollutant discharges from the watershed comply with applicable water quality goals, including Total Maximum Daily Loads, of the NPDES Permit. The proposed project located at Boliver Park would result in the design and construction of a facility to divert water from one of two major flood control channels (Del Amo Channel) to fulfill its dual purpose of promoting water filtration and irrigation.
