The distribution warehouse will consist of a single, 45 foot high building consisting of primarily of warehouse space. Ancillary office space, including administration, shipping and receiving offices, are included in the building envelop. Separate guard house (510 sq. ft.) and fire pump house (1,080 sq. ft.) building are proposed on the east side of the site, at the project entrance. Parking areas, located on the east and south sides of the site. The site plan has also been designed to include storm water retention facilities on the west side of the site. Project also includes off-site improvements. These include roadway improvements to Navajo Road, Lafayette Street, and Dachshund Avenue; water main relocation and extensions on the frontage roadways; and undergrounding of power lines on Navajo Road. The proposed project occurs within the boundary of the North Apple Valley Industrial Specific Plan, which was adopted by the Town in Oct. of 2006. At that time, the town also certified an EIR for the entire Specific Plan. The Town has then prepared a subsequent MND/IS for the Project Jupiter Distribution Warehouse project, which tiers off of the Specific Plan EIR (SCH#2006031112). This EIR was prepared to review the environmental constraints and opportunities associated with imposing mitigation measures, the EIR was designed to be used as an information database to facilitate the streamlining, or tiering of the environmental review process for subsequent projects proposed within the Specific Plan boundary. The proposed project is consistent in size, land use, intensity and design with the development previously anticipated, analyzed, and approved as part of the Specific Plan and EIR. Because the proposed project is within the scope of the previously certified EIR, and consistent with the requirements of CEQA Guidelines Section 15162, a subsequent MND/IS has been prepared to examine the proposed project in the light of the Specific Plan EIR in order to determine if the proposed project would result in any impacts greater than those previously analyzed and disclosed.
