For the reservoir clean out, a temporary earthen dam covered with 6-millimeter polyethylene sheathing shall be used to temporarily divert water from Fletcher Creek to an existing 18-inch bypass pipe around the reservoir and back into the creek at the dam. Water remaining within the reservoir shall be drained by way of existing dam drain valve and fire hydrant below dam, back into Fletcher Creek approximately 1 mile below the dam. willows adjacent to the reservoir shall be cut back as needed to allow equipment access.
