The improvements consists of three components: Top of the Hyatt renovation, Lael's Restaurant minor renovation, and 32nd floor meeting space. The top of the Hyatt and Lael's Restaurant are located in the original tower (""Harbor Tower"") of the hotel. The 32nd floor meeting space is located in the newer tower (""Seaport Tower""). The proposed project would expand the building by approximately 1,100 sf (Lael's restaurant). The use of the building would increase by a total of 77 restaurant seats (Top of the Hyatt and Lael's restaurant) and approximately 4,834 sf of meeting space. The coastal development permits (CDPs), for which the Hyatt was constructed, permit 1,621 hotel rooms; 149,783 sf of meeting, exhibit and ballroom space; 9,840 sf of retail, 955 restaurant seats; 4,432 sf of retail; and recreational facilities. Thus approximately 25,415 sf of meeting, exhibit and ballroom space; 92 restaurant seats; and 5,408 sf of retail space were not built out. However, the mitigation measures required pursuant to the Mitigation Monitoring and Reporting Program for the South Embarcadero Redevelopment Program 1 Environmental Impact Report have been implemented to mitigate the full build-out of the hotel. As noted above, the proposed project would not exceed that maximum capacity of the CDP. Due to its nature and limited scope, construction of the proposed project will generate a minor amount of vehicle trips, and in turn, will not result in any impacts related to traffic, air quality, or greenhouse gas emissions (GHG). The Bay Area Air Quality Management District's (BAAQMD) GHG guidelines identify that for residential, commercial, industrial, and public land use projects, emissions of more than 1,100 metric tons of carbon dioxide equivalent per year (MT of CO2e/yr) are considered to have significant effects. Ongoing operational emissions associated with the proposed 1,100 sf of new exterior restaurant space would be approximately 5.8% of the allowable 19,000-sq ft. screening criteria for retail/shopping centers established per the BAAQMD's guidance. Also, ongoing operational emissions associated with the 4,834 sf of new meeting space would be approximately 9.1% of the allowable 53,000 sf screening criteria for office building established per the BAAQMD's guidance. Finally, the 77 new restaurant seats would not generate additional vehicle trips, and therefore no additional GHG emissions, above those already associated with the convention hotel facility. Cumulatively, the proposed project would generate approximately 164 MT of c02e/yr. Therefore, the proposed project would not exceed other agencies' established BGH thresholds, such as the BAAQMD.
