It has been dtermined that these materials are or may be highly reactive and should be chemically stabilized as a safety precaution prior to being transported offsite. The items are expired and are currently being stored inside hazardous waste storage facilities located within the Genentech Campus in South San Francisco. The treatment of these items will be carried out by Clean Harbor Environmental Services (CHES) and involves the addition of water or solvent to the container to reduce the reactive characteristics of the chemicals. The treatment is anticipated to occur on February 15th, 2014 in exclusion zones set up at the Genentech facilities. The emergency permit is effective beginning February 15th and shall expire on March 3rd, 2014. The treatment activities will be conducted by qualified reactive material technicians from CHES. As Genentech does not have a permit for treatment of hazardous waste, DTSC has determined that an emergency permit should be issued. The expired items are a potential safety hazard and present an unacceptable risk for storage and transportation. There is no alternative treatment available. The emergency permit is a temporary measure, which allows Genentech to have CHES personnel treat the expired chemicals and solids so they can be safely transported offsite for proper disposal.
