PAR 1130 would improve consistency with the United States Environmental Protection Agency's (U.S. EPA) Control Techniques Guidelines (CTG) for Offset Lithographic Printing and Letterpress Printing (EPA 453/R-06-002) and Flexible Package Printing (EPA 453/R-06-003) applicable to printing operations regulations by amending the overall add-on control device efficiency requirements and VOC content limits for fountain solutions. The proposed amendment further adds prohibition of storage of non-compliant VOC-containing materials at a worksite, removes obsolete rule language, updates definitions for consistency with other SCAQMD rules, adds an exemption for graphic arts materials that have a VOC content of no more than 10 g/L, as applied, and makes minor corrections and clarifications.
