The purpose of the proposed ALUCP is to promote compatibility between March Air Reserve Base/Inland Port (March ARB/IP) and the land uses that surround the joint-use airport, to the extent such areas are not already devoted to incompatible land uses. The March ARB/IP ALUCP would accomplish this objective, in part, by regulating the future development of new residential dwellings, commercial structures, and other noise- or risk-sensitive uses within the Airport Influence Area (AIA) based on multiple factors enumerated in the ALUCP. The compatibility criteria defined by the policies within the proposed ALUCP are also intended to be reflected in the plans and other policy instruments adopted by Riverside County, as well as the Cities of Menifee, Moreno Valley, Perris, and Riverside, as these are the government entitles having jurisdiction over land uses within March ARB/IP's AIA.
