The Permit would be in effect for 10 years and would subject the Facility to the terms and conditions set forth in the Permit and Approved Applicant dated February 14, 2017. The John Smith Road Landfill consists of a Class I Area and Class III Area, occupies approx. 95.47 acres. The Class I Area Hazardous Waste Management Unit encompasses approx. 5.11 acres and includes two inactive and closed hazardous waste disposal surface impoundments measuring less than one half acre each. The Class III Area is an operating municipal solid waste landfill which encompasses approx. 90.37 acres. The Class 1 area operated between 1977 and 1983 as an unlined disposal facility of hazardous liquid waste. Impoundment 1 received the liquid hazardous waste and Impoundment 2 served as the overflow protection during storm events. Waste disposed at the Class 1 Area was primarily pesticide rinse water. The Class 1 Area was required to close under consent agreement with the U.S. Environmental Protection Agency and DTSC, and a draft closure plan was submitted to DTSC in Aug. 1989. DTSC approved the Closure Plan for the Class I Area, John Smith Road Disposal Site on May 2, 1991. Closure of the Class I Area was completed in Oct. 1992. The closure activities included the installation of a cover system, construction of surface water drainage ditches for erosion control measures, and hydraulic containment of releases to groundwater from the adjacent municipal solid waste landfill (Class III Area) with off-site treatment of the captured groundwater.
