The roadwork created landslides which caused debris to enter the Streamside Management Area (SMA). The roadwork was initiated without the benefit of County review. An Emergency Special Permit was granted April 30, 2009 in order to mitigate environmental damage caused by the unpermitted activity. The emergency measures were initiated in order to minimize future erosion and sediment delivery into Katherine Creek, a tributary to Willow Creek. The implemented measures consist of the placement of a straw bale barrier wall, mulching of bare soil areas, construction of water bars, the excavation of reachable sidecast material and tree planting.
