CCWD published a Mitigated Negative Declaration (MND) Supplement for the Shortcut Pipeline Improvement Project – Phase 3 in March 2022 which was approved and adopted by the Board of Directors of the Contra Costa Water District in May 2022 (SCH#2011092059). The purpose of the project is to install approximately 2,000 feet of twin 36-inch High-Density Polyethylene pipeline pipelines under Walnut Creek between the Marathon Refinery and Conco using horizontal directional drilling construction methods. Construction will require a grant of easement from District to CCWD on a portion of the District-owned parcel APN 159-260-XXX. A District Flood Control Encroachment Permit (FCP# 629-21) will be issued to CCWD to install geotechnical instrumentation equipment and to monitor the drilling efforts. The District considered CCWD’s MND Supplement and found it to be adequate; there are no changes in the project or circumstances, or any new significant information that would require any further subsequent or supplemental environmental review.
