The channel has been previously maintained by the march Air Reserve Base. The identified segment of channel was recently deeded to the City of Moreno valley, and all maintenance activities are now the responsibility of the City. The project consists of annual clearing of volunteer vegetation and debris on the banks and channel bottom of the flood control channel. This flood control channel is rip rap lines, and provides low quality habitat. It is sustained between a busy main avenue and a capped landfill. Clearing activities will be done with mechanized equipment which will drive down the center line of the channel removing debris and volunteer vegetation. Vegetation that has volunteered on the channel side will be removes with mechanizes and hand labor. All debris and vegetation will be transported offsite and disposed of at the Badlands Sanitary landfill in Moreno Valley, or equivalent. All work will take place in the non-breeding season to avoid impacts to nesting birds, or following a nesting bird survey, if conducted during the breeding season. Prior to work, a final burrowing owl survey will be conducted. Impacts to vegetation are minor, in that only approximately 35% of the entire 3.15 acre work area is vegetated.
